Bryan is known as the team’s “innovation guy,” combining decades of business experience with a passion for exceptional homes, architecture, and client service. Before becoming a licensed Realtor, he built a successful corporate career with leading consulting firms, helping organizations navigate change, growth, and emerging technologies. Today, he applies that same strategic thinking and problem-solving mindset to real estate.

His understanding of the home buying and selling process goes far beyond professional training. Over the past 30 years, Bryan has personally bought, sold, and built more than 15 homes. Those experiences have given him valuable insight into the challenges and opportunities clients face when purchasing, selling, or designing a home.

Bryan first discovered Kayenta in 2021 and immediately felt a connection to the community. Drawn by its spectacular red rock landscape, artistic culture, distinctive architecture, and active lifestyle, he soon purchased both land and a home in Kayenta. As we approach the start of a new season, this is a friendly reminder that it’s time to renew your Kayenta Recreation Association (KRA) membership for the upcoming term, running from April 1, 2026, through March 31, 2027.

To renew your membership, please visit the accounting office to sign your updated membership agreement and receive your new key fob. Please remember to turn in your old key fob at that time. We are no longer mailing out the membership forms. For your convenience, we have provided links to download the forms below, so you can print and fill them out in advance. Office hours are:

David and Inga Tay—Defined by engagement

In whatever they have done over the years, David and Inga Tay have plunged in wholeheartedly. From building two homes, to working in medicine and education, to falling instantly in love with Kayenta, the Tays approach living with enthusiasm and excitement. These days, that includes looking forward to greater involvement in the Kayenta community.

The Tays both grew up in Southern California, and attended UCLA at the same time, although they did not meet until after graduation. Inga studied psychology and loved playing clarinet in the marching band. David followed his interest in medicine, eventually taking him to Chicago for medical school. They survived a long-distance relationship while he was there, leading to their 40th wedding anniversary this year.

Returning to LA, David completed his internship and residency at USC and pursued his growing interest in kidney diseases with a nephrology fellowship at UCLA. Inga went to work as a preschool teacher/director at the employee child care center Daniel Freeman Hospital, where she loved the children’s “willingness to learn, animated by great enthusiasm and joy.” Along the way, she also volunteered with Drivers for Survivors, taking cancer patients to treatment, an enriching experience where she “met so many courageous people and admired their positive attitude while undergoing treatment.”

Eventually, David established an office in Fremont, California, where he practiced for 35 years, while also serving as the Medical Director at two dialysis clinics and department chief of Internal Medicine at the local hospital.

After their daughter graduated from high school, Inga went back to school to be a medical assistant to help out at David’s practice. Although friends warned them of potential marriage problems in working together, “We actually had a wonderful time,” she says, “and, if anything, it made me appreciate and respect the demands of his job so much more seeing how busy his days were and how much he cared for his patients.”

Nevertheless, the grueling hours of needing to be available for emergencies every night made the prospect of retirement enticing. Feeling too far away from their only daughter, Monica, an occupational therapist, and her husband, William, a software engineer, who live in Henderson, Nevada, the Tays followed up on Monica’s suggestion to visit Southern Utah as a possible retirement site. “One look at Kayenta, and we both decided that this will be the place we will spend the rest of our lives,” Inga says.

Excited by a lot available across from the Kayenta Art Center—”We both fell in love with the view and the whole concept of Keyanta”—they repeated the positive experience of building their previous home in Fremont. Both enjoyed being able to customize their home. “To me, the main advantage is being able to incorporate design styles and features that you desire from seeing other homes, in particular, the ones we see at the Parade of Homes every year,” David says. “Well, not the indoor basketball courts or the bowling alleys, but at least the more reasonable ones.” To that end, the Tays followed up on their desire for a water feature, but not a pool, with a low maintenance, infinity edge pond in their backyard.

David followed up on his youthful interest in four wheeling in Toyota Land Cruisers with a more sedate interest in “more esoteric, foreign market Land Cruisers, while I still have my four limbs.” To that end he added a hydraulic car lift and compressed air plumbing in his garage.

Now settled in Kayenta, the Tays divide their time between enjoying “the contrast between the gorgeous red cliffs and desert here in Kayenta and the ocean and tropical weather of our second home in Hawaii.” They have been active in community events and enjoy  gardening, target shooting, barbecuing as well as recent travels to New Orleans, Lake Tahoe, and the Grand Canyon. What’s next? International trips not possible with David’s schedule when he was in practice, including an upcoming trip with Monica and William to Japan.

BudgetRx and the Elephant in the Room

Every year, right about now, we gather around the same uncomfortable reality: the budget. It’s the elephant in the room; not because anyone is ignoring it, but because it’s big, it’s complicated, and it has a habit of quietly consuming everything in sight. Public safety, roads, parks, water, staffing… all important, all competing, all wanting a seat at the table.

And then there’s the part no one loves: every dollar we spend in one place is a dollar we can’t spend somewhere else. There is no “miscellaneous magic fund.” Just choices. The budget is where all good ideas meet a limited checkbook.

What’s Changed This Year
Since we started this process, one thing has become clearer than ever: Over the past several years, Ivins has made a deliberate shift toward stronger, more professional public safety services. We moved from a largely volunteer fire model to full-time Fire/EMS staffing. At the same time, we’ve been strengthening a police department that had been operating very lean.

I support these decisions. They improve response times, reliability, and safety for our residents. But they also change the math. Public safety now makes up about 47% of our total budget, up from 39% eight years ago.

That doesn’t mean anything has gone wrong. It means we made a choice about what kind of city we want to be. But it does mean something important going forward: These are ongoing, structural costs. They don’t go away next year. They grow with staffing, training, equipment, and service expectations. That shift shows up clearly in this year’s budget.

The Budget Is Balanced… But Not Effortlessly
At a high level, the proposed budget is balanced. Revenues and expenses are close. But when you look a little closer, you see the tension. Overall expenses are up 3.6%. That’s even with an 18.5% increase in public safety costs, driven by adding personnel to improve response times and give us the ability to respond to two incidents at the same time.

This brings us to one of the most important decisions currently in front of us: the remodel and expansion of the Center Street Fire Station.

This project wasn’t originally planned for the near term. However, a consultant study completed last fall made it clear that, with continued growth in Ivins and Santa Clara, our current facilities need a refresh to support the level of service our community needs.

We believe this project can be accommodated within our overall financial plan by delaying or reprioritizing some other capital projects. How much we will have to delay depends on how well we do with grants.

Mayor Smith will be presenting a “State of the City” update on May 7th from 11:30 AM to 1:00 PM at City Hall (85 N Main Street), which will include more information on the proposed fire station renovation and expansion. I encourage you to attend if you’re interested in learning more about this important project and how it fits into our broader plans for the city. (Refreshments will be served.)

What Residents Are Saying
One of the most valuable parts of this budget process for me personally has been hearing from residents. I appreciate the dozens of comments I’ve received and have looked at the budget through these ideas. The feedback I’ve received has been remarkably consistent:

  • Prioritize public safety
  • Maintain and improve roads and infrastructure
  • Be careful and disciplined with spending

Those priorities don’t conflict… until they do. Because the budget is where they all compete with each other.

The Real Question We’re Facing
The question isn’t whether public safety is important. It is. The question is: How do we sustain a higher level of service over time without crowding out everything else?

That’s the balancing act. I believe we can balance these needs. But not without careful planning. That includes some tradeoffs, and hard conversations about priorities. That’s what is happening this budget season, which includes pushing off some capital projects into the future to make room for more urgent needs.

Why This Still Matters Right Now
And this brings us back to the most important point I’ve been making for the past few months: The best time to influence the budget is before the final public hearing on May 21st.

By the time we get to the public hearing, most of the major decisions will already be largely set. Not because anyone is ignoring input, but because the process naturally narrows options over time.

Right now, we still have flexibility. Right now, priorities can still shift. Right now, your input can still make a real difference.

What Would Help Most
You don’t need to read spreadsheets (unless you enjoy that sort of thing). What’s most helpful is hearing your perspective:

  • What city services matter most to you?
  • Where should we be cautious about spending?
  • What are we missing?
  • What problems should we be planning for now?

If you have thoughts, questions, or concerns, I’d like to hear them. You don’t have to figure this out alone. I’m happy to email you any budget-related information I have, walk you through the budget, explain how things are funded, or talk through any issue.

Because when residents speak up early, we make better decisions together.

We have been discussing the budget at every meeting for a couple of months now and will discuss it again at our May 7th City Council meeting. We will also adopt a tentative budget at that meeting that will go to a public hearing at the next meeting on May 21st.

But don’t wait until the 21st. Please email me now with your thoughts. The elephant isn’t going anywhere. The question is how we manage it… together.

CHICKEN WITH GRAPES, MUSHROOMS, TARRAGON AND VERMOUTH

Sole Véronique is a classic, sophisticated French recipe featuring lemon sole in a vermouth cream sauce with grapes and tarragon. While the sole makes for an elegant dish, chicken, grapes, and tarragon have long been one of my favorite combinations. So, for this month’s Virtual Dinner Party recipe, I decided to swap in boneless, skinless chicken breasts for the sole and add an extra abundance of bright green, herbaceous tarragon and grapes for a beautiful warm weather dish that delivers just as much flavor and elegance as the original.

The best part of this comforting dinner is the sauce, and this recipe makes plenty of it. I like using half-and-half for a rich, silky texture, but whole or skim milk thickened with a little cornstarch work beautifully too. Either way it’s delicious, though the half-and-half gives a slightly richer, more luxurious result. But don’t skip the tarragon. It is essential. It adds just the right amount of French ooh-la-la and intrigue to the dish.

The recipe couldn’t be easier either. It comes together in about 35 minutes in a single skillet on the stovetop, making cleanup quick and easy, which leaves you plenty of time to catch up on your latest Netflix binge. I like to serve it with a side salad, green beans, roasted potatoes, or a crusty baguette to soak up every last bit of the silky sauce.

It is our group’s firm belief that by preparing something good to eat and sharing it with those we love, we are participating in one of life’s greatest joys. Petite Feast Virtual Dinner Club

CHICKEN WITH GRAPES, MUSHROOMS, TARRAGON AND VERMOUTH

INGREDIENTS
2 tablespoons oil
4 boneless skinless chicken breast
2 tablespoons butter
1 shallot, finely diced
2 garlic cloves, finely chopped
1/2 C white vermouth
1 C half and half
1/3 C chicken stock
1 cup seedless grapes, sliced (red or green)
Squeeze of lemon juice
Leaves from 4 sprigs of tarragon, chopped, plus extra whole leaves for garnish

METHOD
Place a large frying pan over high heat. Add a little oil, then place the chicken breasts in the pan. Cook for 4 to 6 minutes, until golden and crisp. Flip the breast over and cook for 1 minute longer. Remove from the pan and set aside.

Reduce the heat to medium and add the butter, shallot, garlic, and a pinch of salt. Cook for 1 to 2 minutes, stirring, until everything is coated in butter and just beginning to soften. To keep the sauce bright and fresh, don’t let the shallots and garlic brown too much. Add the vermouth and let it reduce for about a minute. Stir in the half and half and stock, then return the chicken to the pan, presentation side up, so it stays above the sauce. (That will keep the golden brown delicious exterior nice and crispy) Simmer for 8 to 10 minutes, until the chicken is cooked through.

Add the grapes and cook for 2 to 3 minutes, then stir in the chopped tarragon. Taste and adjust with salt pepper and a squeeze of lemon juice. Garnish with whole tarragon leaves and serve.

Supporting and Building A Communitywide Effort

Although founded in Kayenta as an effort to build and maintain trails in the Kayenta Wash, the Desert Preservation Initiative quickly became a Kayenta-based nonprofit dedicated to removing invasive species throughout our beautiful Southern Utah community. That effort—to educate residents about why this is important and to motivate them to join our work—has seen multiple community involvements and successes.

Most recently, DPI volunteers joined Ivins Department of Parks and Recreation personnel and other volunteers from across the city on Arbor Day in planting trees and shrubs around playing fields and recreational facilities at Unity Park.

The event “presented a perfect activity for us after all our efforts trying to remove invasive species,” says DPI president Deonne Knill. She found the Arbor Day effort very fitting because “the City is really dedicated to planting trees that are native to our desert,” which is central to DPI’s work.

The project also offered an opportunity for reciprocity. DPI got involved in part because Parks Department Supervisor Joseph Rawlinson, who ran the event, has also provided training for DPI volunteers. “For us to expand our efforts into the city we call home just feels right,” Knill adds.

DPI volunteer Sara Dupre agrees. “It was a wonderful opportunity to support Ivins Parks with help planting trees, as they have been supportive of DPI. It was also a great opportunity to wear our DPI tee shirts, Hopefully people will be interested in what we’re doing!”

All in all, DPI is committed to the health and beauty of the natural environment where we live in Southern Utah. Other community projects that DPI volunteers have been involved in include working at the Anasazi Trailhead across Highway 91, removing tamarisk along the Crescent Moon Trail near Fire Lake, and answering requests from Ivins and St. George homeowners in removing tamarisk from their properties.

New Shivwits Chairperson Seeks Local Residents’ Support

The Shivwits Band of Utah Paiutes has elected Philip Bushhead as the Band’s Chairperson, according to election results announced Friday, March 28. A member of Red Mountain Land Preservers, Mr. Bushhead seeks transparency and the right of the Shivwits members to vote on the terms proposed by private equity group Reef Capital Partners (“Reef”) to use the Shivwits’ land and water for a massive, 1,250-acre expansion of its Black Desert golf resort. He is asking local residents to help the Shivwits people defeat the legislation proposed by Reef to transfer jurisdiction over the Shivwits reservation to the State of Utah without a vote of the Shivwits members. Ivins No-Kill Animal Supporters (INKAS) is a 501(c)3 organization and a Registered Utah Charity. It was founded in 2010 with the mission of providing support to Ivins Animal Shelter and Adoption Center, now the Santa Clara-Ivins Animal Shelter. In 2006 our shelter became the first no-kill municipal shelter in the state of Utah. Maintaining a no-kill shelter, as opposed to one that euthanizes animals after a set period of time, is more costly because the animal’s needs must be met at the shelter until they are reclaimed by their owners, adopted, or transferred to an animal rescue organization. Through a memorandum of understanding with Ivins City, INKAS provides support through veterinary care, specialty foods, and other needed supplies. Funds are raised through the donations of many generous animal lovers by donating on our website.

The Kayenta ACC meetings are held the third Tuesday of each month, 1:00 pm in the Theater for the Arts. A hard copy of the agenda is posted in the Kayenta Homes & Properties office the Thursday before the meeting.

Shonto Point HOA Meetings
The Shonto HOA Board meets regularly during the year avoiding some summer months. All meetings are from 2:00 PM – 4:00 PM on the third Wednesday of the month in the Theatre for the Arts, located in the Kayenta Art Village.

Taviawk  HOA Board  Meetings
The Board plans to meet on the Thursday after the ACC meeting (which is the 3rd Tuesday of each month) bi-monthly at 9:30 am at The Management Group (formerly, F1 Property Management)

The Kayenta Concept

The Kayenta Concept is a philosophy that has steered the development of our exceptional community since its inception. The standards that underlie that concept are enforced by the Architectural Control Committee (ACC), which serves both the Shonto Point and Taviawk HOAs. The pre-amble to the 2021 ACC Handbook lays out the basics of the architectural rules that have been followed to create the homes and land-scape we live in.

When your home was designed the Kayenta Concept was front and center. The ACC reviewed your design to evaluate whether it followed the rules, and the ACC monitored construction of your home through landscaping and occupation, again, reviewing adherence to design and construction standards. When you received your occupancy permit and construction deposit refund from the ACC, on-going compliance with the Kayenta Con-cept became the responsibility of your HOA Board of Directors. Your Board has the authority to perpetuate the Kayenta Concept into the future and gladly accepts that role.

The Kayenta Concept is worth reviewing to remind us that what we have here has only happened because of the rules Kayenta developer Terry Marten set up to own, build and live in Kayenta. His vision and the governing documents he developed to achieve and maintain that vision established the Kayenta HOAs and gave them the responsibility and authority to enforce the CC&Rs that underlie the beauty and value we all enjoy
